She is hanging her tongue around her neck because she knows that the tongue which actually symbolizes the speech of a person is the most powerful weapon in today’s world and with great power, comes great responsibilities. It can inspire, spread joy and express empathy. But it can also destroy and demean someone. Hence, the hanging tongue symbolizes that there are limitations to its usage thus the greatest powerful human weapon should be used wisely and tactfully.
